Stunning! Other Countries Trump U.S. Constitution

U.S. Secretary of Defense Leon Panetta and Joint Chief of Staffs Chair Army General Martin E. Dempsey don't even mention the Constitution when explaining what is legal authority for commencing a military assault. Instead, other countries are cited as legal authorization.

Panetta makes it crystal clear without saying so in so many words that international agreement on military operations is his "legal authority" and that the Constitutional requirement of a declaration of war isn't even a consideration.
