Rahm Emanuel Is Obama’s First Appointee

On Thursday, November 6, President-elect Barack Obama announced his first appointee, Rahm Emanuel, to fill the position of White House Chief of Staff.

"I announce this appointment first because the Chief of Staff is central to the ability of a President and Administration to accomplish an agenda," Obama said.

The White House Chief of Staff is the second highest-ranking member of the Executive Office of the President of the United States and a senior aide to the President. Duties vary considerably from one administration to another, but the Chief of Staff has been responsible for overseeing the actions of the White House staff, managing the President's schedule and deciding who is allowed to meet with the President.

Congressman Emanuel is the fourth-highest ranking member of the U.S. House of Representatives and, as is Obama, a Chicago-based politician. A prominent and influential member of The American Israel Public Affairs Committee (AIPAC), he endorsed Barack Obama and personally introduced him to the AIPAC board immediately after his speech to that body on June 4, 2008. This was the last day of the three-day AIPAC annual conference of June 2-4. Obama’s AIPAC speech was given the morning after he became the presumptive Democratic nominee for President.

AIPAC's Gala Banquet on Monday, June 2, was attended by nearly half of Congress. As part of the conference, more than 5,000 delegates went to Capitol Hill for some 500 congressional lobbying appointments.

Rahm is the author of the book, “The Plan: Big Ideas for America.” In it he advocates compulsory three-month service for all Americans between 18 and 25.
